(1) Use the Rubber Stamp Tool
(2) Click once to set the source (marked with a plus sign)
(3) Move mouse pointer, click again to set the fill (marked with a circle)
(4) Click and hold left mouse button to fill the circle with what is under the plus.
(5) As necessary, escape from the Rubber Stamp Tool, and reset your source and fill.
Note: You can use this method to copy parts of a picture OR duplicate background to cover up parts of a picture.
