You may use this clip in your project. Here's what the final product should look like.
Here's how...
(1) Get your action clip onto the timeline in Vegas.
(2) Split your clip right where you want to freeze it.
(3) Copy the portion of the clip after the split, paste it at the end (same video track).
(4) You should have three video segments now. To the second segment add Video Envelope>Event Velocity
(5) The event velocity appears as a green line on the second segment of video. Right click on the very left of the green line. You should get Set To as an option. Set to 0%.
(6) Now add another video track. From Media Generators>Color Gradient add an Elliptical Ring. Make the ring center around the bowling ball.
(7) Use the Clock wipe transition on the ring to make it look like it's being drawn on, and then erased off.
